Based on data collected during a year of participant observation in a major veterinary hospital in the northeast, the paper examines the criteria veterinarians routinely used to define nonhuman patients as problematic and the means they employed to deal with troublesome animals. The conclusion frames veterinarians' tactics for evaluating and controlling patients within the larger context of how rule-breakers are identified in everyday interactional settings and the routine approaches (...) used in the exercise of social control. Applied general equilibrium models have received considerable attention and scrutiny in the public debate over the North American Free Trade Agreement. This collection brings together the leading AGE models that have been constructed to analyse NAFTA. A variety of approaches to modelling trade liberalization are taken in these studies, including multi-country and multi-sectoral models, models that focus on institutional features of particular sectors affecting multinational firms and rules of origin, and models with some inter-temporal structure. Further, by constructing stylized models, (...) theoretical linkages have been identified that drive numerical results in the larger AGE models. The volume also assesses what can be learned about the likely economic effects of NAFTA from the collection of studies taken as a whole. Areas in need of further study have been highlighted. The earlier volume in this series dealt with two religions of Indian origin, namely, Buddhism and Jainism. The Indian religious scene, however, is characterized by not only religions which originated in India but also by religions which entered India from outside India and made their home here. Thus religious life in India has been enlivened throughout its history by the presence of religions of foreign origin on its soil almost from the very time they came into existence. This volume covers (...) three such religions—Zoraoastrianism, Judaism, and Islam. In the case of Zoraostianism, even its very beginnings are intertwined with India, as Zoroastrianism reformed a preexisting religion which had strong links to the Vedic heritage of India. This relationship took on a new dimension when a Zoroastrian community, fearing persecution in Persia after its Arab conquest, sought shelter in western India and ultimately went on to produce India’s pioneering nationalist in the figure of Dadabhai Naoroji ( 1825-1917), also known as the Grand Old Man of India. Jews found refuge in south India after the destruction of the Temple by the Romans in 70 C.E. and have remained a part of the Indian religious scene since then, some even returning to Israel after it was founded in 1948. Islam arrived in Kerala as soon as it was founded and one of the earliest mosques in the history of Islam is found in India. Islam differs from the previously mentioned religions inasmuch as it went on to gain political hegemony over parts of the country for considerable periods of time, which meant that its impact on the religious life of the subcontinent has been greater compared to the other religions. It has also meant that Islam has existed in a religiously plural environment in India for a longer period than elsewhere in the world so that not only has Islam left a mark on India, India has also left its mark on it. Indeed all the three religions covered in this volume share this dual feature, that they have profoundly influenced Indian religious life and have also in turn been profoundly influenced by their presence in India. The polarization of the individual and the community that underlies much of the debate between individualists and communitarians is made possible in part by the literal vanishingof civil society—the domain whose middling terms mediate the stark opposition of state and private sectors and offer women and men a space for activity that is both voluntary and public. Modern democratic ideology and the reality of our political practices sometimesseem to yield only a choice between elephantine and paternalistic government or a radically (...) solipsistic and nearly anarchic private market sector—overnment gargantuanism or private greed. Americans do not much like either one. President Clinton's callfor national service draws us out of our selfishness without kindling any affection for government. Private markets service our avarice without causing us to like ourselves. The question of how America's decentralized and multi-vocal public can secure a coherentvoice in debates over public policy under the conditions precipitated by so hollow and disjunctive a dichotomy is perhaps the most important issue facing both the political theory and social science of democracy and the practice of democratic politics in America today. Two recent stories out of Washington suggest just how grave the situation has become. Health-care reform failed in a paroxysm of mutual recrimination highlighted by the successful campaign of the private sector against a presidential program that seemed to be widely misunderstood. The Tuskegee Syphilis Experiment (TSE) has shaped African Americans’ views of the American health care system, contributing to a reluctance to participate in biomedical research and a suspicion of the medical system. This essay examines public discourses surrounding President Clinton’s attempt to restore African Americans’ trust by apologizing for the TSE. Through a narrative reading, we illustrate the failure of this text as an attempt to reconcile the United States Public Health Service and the African American public. In the early years of biomedical ethics, there was considerable discussion about the nature of the doctor-patient relationship, about how it ought to be structured, and about how competing values within that relationship ought (...) to be accommodated. By the 1970s and 1980s, the answer was for all practical purposes in. Biomedical ethics was engaged in a clearly reformist project, in step with the values of the times, to right a wrongful imbalance of power and control between physicians and patients.The agenda was clear—to establish the moral authority of the patient to participate in medical decision making by placing respect for the autonomy of patients on the moral map of the medical community. The chief strategy that biomedical ethics adopted to accomplish this agenda was, of course, informed consent. Theories of autonomous action as well as informed consent were intentionally crafted to advance this reformist agenda.In this paper, I examine how the theory of informed consent has fared in one particular realm of “the clinic” where, arguably, there has been considerable success. This is the realm of clinical research; research at the bedside where the patient is also the subject.I rely heavily on the work of President Clinton’s Advisory Committee on Human Radiation Experiments, which I chaired. The Advisory Committee was established in response to exposés in the press about alleged secret experiments during World War II and the Cold War in which patients had been injected with plutonium without their apparent knowledge or consent. As part of its work, the Advisory Committee undertook an oral history project in which we interviewed eminent physicians about the norms and practices of human research in the 1940s and 1950s.Drawing on these interviews, I argue here for two seemingly inconsistent conclusions. First, that the ethical standards for clinical research have changed dramatically in the last 50 years—particularly with respect to informed consent. Second, that despite these important changes, the human dynamics of clinical research in many respects remain unchanged.How the World of Clinical Research Has ChangedDuring the forties and fifties, duties to obtain informed consent, whether for treatment or for research, were simply not part of the doctor-patient experience. R. Freeman Butts was an American historian and philosopher of education who died in March 2010. This paper will investigate Butts’ various roles and writings and ask the question: why is Butts important to the contemporary generation of teacher educators and teachers? This paper will argue that the breadth of Butts’ work builds connections and is a very positive model for sub-disciplines in education. Firstly, it is critical to examine Butts’ contribution, as Butts provokes teachers to inquire about the ‘context (...) of education,’ rather than simply the ‘how to’ of teaching and the question of classroom management. Additionally, it is significant to for educators to study Butts’ life and works as they embody the essence of service – in his case, as an education diplomat. He started with what former US Secretary of State Hilary Clinton calls ‘the conversation,’ and this led eventually to projects such as the Afghan Project to bring development to Afghanistan in the era of the mid to late twentieth century. Finally, one can argue that Freeman Butts’ life and works provide educators with an interdisciplinary example as Butts’ combined the talents of an historian and an international educator, something that remains sorely needed today. Lincoln's long, angular frame is just a bit stooped, and his brow is slightly furrowed, as if long accustomed to thinking on the edge of melancholy. Lincoln is mulling over a statement by Walter Benjamin: "Allegories are, in the realm of thoughts, what ruins are in the realm of things" (Benjamin 1977, 178). 1Seated to the man's right is a woman wearing the terry cloth bathrobe provided by the hotel. She leans slightly forward, legs crossed, as she reads the New York Times Magazine cover story about President Clinton. "Listen to this," she says with a bemused smile. The statement by Benjamin illuminates the nature of allegory in a specific genre and historical period, and as it is a general mode of representation, and perhaps as it is a model for all textual interpretation.The composition also evokes a set of dialectical tensions that are characteristic of both allegory in general and fundamental anxieties in the contemporary period. Past and present sit side by side, but incongruously, as if by artifice alone. So it is also with the print and visual media, which are held together by mutual competencies but otherwise in figural isolation that perhaps represents different destinies. Likewise, one might wonder about the peculiar relationship between public affairs and private life: the succession of images on the screen adhere to no hierarchy of values, no principle of loyalty or sacrifice, no basis for discerning obligations or maintaining rights, yet they are replete with the paraphernalia of these concerns, and the arrangement of figures in the room likewise is at once suggestive yet inconclusive. If this tableau contains familiar features of the mass-mediated experience that now saturates American politics, one might wonder: Is the democratic tradition in ruins?Allegories give us dynamic juxtapositions in a static frame. This principle of composition seems particularly suited to periods of cultural change. When I cruise the forty-three television channels available to me (and that's basic cable), simultaneously being enchanted and disgusted by much that I see (a kind of Kantian sublime), I cannot help but think that the culture in which I find myself is less articulate than ever. For this situation perhaps the 43rd President of the United States could serve as a useful emblem—a joke that is all too easy to make. But such a diagnosis of the low standard of (...) my culture's literacy might also be too easy to make. For it is the case that America's traditional anti-intellectualism reaches new heights in our current, hypermediated milieu: we now have more venues than ever to disseminate undisciplined, uncreative thought (think, for example, of all the burgeoning blogs). On the other hand, such hypermediation amounts to an explosion of symbolization. Language is everywhere, and hence there is the demand to use it instrumentally well. Again, an image from the U.S. presidency is emblematic. Think of President Clinton's infamous line to the intrepid Independent Counsel: "It depends on what your definition of the word 'is' is." Such a line could represent the pervasive urge to absolutely precise articulation, controlling one's words to an extreme degree. Another emblem could be the common academic paper where a writer has masterfully summarized and explained the words of another thinker, rendering them more accessible but probably not more desirable. One could read this situation dialectically: the moment when concern for the value of language seems lowest is also the moment when the demand for controlling language is highest. Beyond dialectics, however, I take the demand for absolute articulation as a jumping-off point for considering an idea that might appear to have nothing to do with this implicit yet persistent demand—the concept of presence. More specifically, I want to consider how a particular rendering of this concept affects what we might call the divine and its relationship to an ostensibly secular culture, and I also want to consider some lines from Emerson and how they can lead one to think of the divine as presence, a presence that requires an absence, a presence that to some extent is an absence. O'Leary publicly appealed to both the executive and legislative branches of the United States Government to consider compensation for individuals who were harmed by their exposure to ionizing radiation while enrolled in government-sponsored studies conducted between 1940 and the early 1970s.1 The call for compensation was issued three weeks after Secretary O'Leary disclosed that (...) radiation experiments involving humans, sometimes without their consent, had occurred under the auspices of the Atomic Energy Commission (AEC), a forerunner of the Department of Energy (DOE). Secretary O'Leary directed her department to investigate the nature and extent of the experiments, report on their medical and ethical acceptability, and locate the research subjects or their families.Background to the Federal Advisory CommitteeDespite the fact that the existence of many government-sponsored radiation experiments was not a secret—much of the research was reported at the time in scientific journals, and in 1986, Representative Edward J. Markey (D-MA) conducted congressional hearings on such radiation research—Secretary O'Leary's disclosure of the AEC experiments and her call for compensation made the experiments common knowledge and sparked a swift and complex governmental response involving both the executive and legislative branches.It is curious that the "radiation experiments" have garnered so much attention now, since they were virtually ignored in the wake of the 1986 hearings. Secretary O'Leary's disclosure of the radiation studies grew out of a general reassessment of secrecy in government. In April 1993, the Clinton administration set out to review the system of government secrecy that evolved during the Cold War, and in May 1993, DOE began reviewing and declassifying files pertaining to nuclear weapons research. When Dan Reicher, a top aide to Secretary O'Leary, informed her in November of the impending publication of an Albuquerque Tribune investigative report (Welsome 1993) on an experiment conducted between 1945 and 1947 in which 18 subjects were injected with plutonium, [End Page 147] the topic of questionable research involving the exposure of human subjects to radiation was added to the DOE list of information to be disclosed. At the time, it was thought to be but one small part of a massive quantity of DOE information to be made public.As part of its effort to investigate the radiation experiments, DOE established a toll-free telephone hot line for individuals who thought they might have been the subjects of radiation exposure experiments. The hot line, originally staffed by three people to handle the anticipated few dozen calls per day, received more than 2,000 calls in the first week. By early January the hot line was flooded with 6,000 to 10,000 calls daily, and its staff had increased more than ten-fold. A comparative study of business related values among business students was conducted over the last 10 years in two neighbouring countries. Although Estonia and Finland are culturally related, according to an empirical study of managerial values, including the ethical values of business students, the two countries display significant differences. During the last decade, Estonia has changed from being a country characterised by an authoritarian, centralized, totalitarian state socialism, to a democratic country with a free market economy and different attitudes and (...) values. At the same time Finland has experienced almost a century of capitalism and democracy. It is argued that the differences in values exhibited by these two countries could be explained by using the institutional and historical context. Bireysel düşüncelerini başkalarına aktarma ve hatta empoze etme düşüncesi insanlık tarihi kadar eskidir. Nitekim ilâhî kitabımız, ilk insanların şeytanın söylediği sözlerden etkilenerek kandırıldığını ifade etmiştir. Hz. Peygamber’in insanları doğru yola sevk etmek için tebliğ ettiği ve bu vazifeyi yerine getirmekle görevlendirildiği bilinen bir gerçektir. Asıl itibarıyla insanın olduğu her yerde bu durumun gerçekleşmesi gayet tabiîdir. Fakat tarih boyunca özellikle kültürel ve teknolojik sahadaki ilerlemeler sözü edilen faaliyetlerde kullanılan araçları değiştirmiştir. Örneğin; yazı malzemesinin temininin kolaylaşması ve matbaa alanında gelişmeler yaşanmasıyla fikirler (...) daha çok yazıyla aktarılmıştır. Modern döneme gelince televizyon, bilgisayar ve bunların destekleyicisi olarak internetin geçirdiği dijital değişim ve dönüşümlerle birlikte görsel çalışmalar hız kazanmıştır. Bu doğrultuda televizyon ve akabinde dijital yayın platformları yaygınlaşmış ve hatta dijital platformlara rağbetin artmasıyla medya sektöründe zorunlu bir değişiklik gerekmiştir. Bu değişikliği öngörerek dijital yayın sektörüne hızlı bir giriş yapan ve milyonlarca abone sayısına ulaşan en büyük dijital yayın platformu Netflix’tir. Bilindiği üzere görsel medya uygarlığının tek olmasa da en önemli gayesi ekonomik çıkar elde etmektir. Ancak bununla birlikte Netflix ve benzeri şirketlerin içerikleriyle düşünce dünyalarını, hayatı anlamlandırma yöntemlerini ve hatta ideolojilerini kasıtlı ya da kasıtsız empoze ettiği de muhakkaktır. Bu doğrultuda hem ilgilisi fazla hem de ses getirme etkisi yüksek olduğu için dini imgeler taşıyan program, dizi ve film gibi yayınlara dijital platformlarda büyük oranda yer verilmektedir. Ancak kimi zaman insanların doğru bilgiye ulaşması ve her türlü hurafeden uzaklaşmasına yol açan bu yayınlar, çoğu zaman yanlış bir din öğretisinin aktarılmasına sebep olmaktadır. Sözü edilen platformda son günlerde en çok izlenen içerikler arasında yer alan ve İsveç’ten sözde İslâm Devleti’nin sınırları içerisindeki Rakka’ya giden bir ailenin dram dolu hikâyesini anlatan Kalifat dizisinin, izleyicilerini İslâm öğretileri hakkında farklı şekillerde yönlendirdiği görülmektedir. Çalışmamızda bu dizide yer alan İslâmî imgeler, din istismarı ve İslamofobi gibi başlıklar üzerinden tahlil edilecek ve dijital platformların din algısını ne denli şekillendirdiği üzerinde durulacaktır. Ayrıca değişen medya ve dijital platformların dönüşümüne, dizinin amaç ve hedeflerine uygunluğuna ve IŞİD militanlarının düşünce dünyalarının İslâm’ın esas öğretileriyle ne denli örtüştüğüne de temas edilecektir. Tüm bunların akabinde genelde medya sektöründe özelde dijital platformlarda algı oluşturmanın imkânına vurgu yapılacaktır. (shrink)

This chapter considers the ‘hosting question’ of how immanent universals, in contrast to transcendent universals, are ‘brought down to earth’ from ‘Plato’s heaven’. It explores the thesis that the hosting amounts to their being constituents of the states of affairs that result from their instantiations. These states of affairs are concrete complexes consisting of particulars and universals, and perhaps something that links them together. The traditional view that immanent universals are concrete is briefly defended against a recent prominent objection. On (...) relationalism, states of affairs are unified by a relation of some sort; on non-relationalism they are unified non-relationally. Roughly, these two conceptions of states of affairs are equivalent to Armstrong’s relational and non-relational versions of immanent realism, respectively. Armstrong mostly criticises the former and defends the latter. It is argued, however, that relationalism, at least potentially, answers the hosting question, whereas non-relationalism realism does not. (shrink)

What are the most pressing questions its scholars should address? What texts and issues demand our urgent attention? And as we turn to these issues, what methodological and interpretive principles should guide us? The editorship hopes this collection will provide a starting point for discussions (...) about the most fruitful directions for Nietzsche scholarship to take and the most promising avenues for building on the best recent work. The Oregon Basic Health Services Act of 1989 seeks to establish universal access to basic medical care for all currently uninsured Oregon residents. To control the increasing cost of medical care, the Oregon plan will restrict funding according to a priority list of medical interventions. The basic level of medical care provided to residents with incomes below the federal poverty line will vary according to the funds made available by the Oregon legislature. A rationing plan such as Oregon's which potentially (...) excludes medically necessary procedures from the basic level of health care may be just, for the right to publically-sponsored medical care is restricted by opposing rights of private property. However, the moral acceptability of the Oregon plan cannot be determined in the absence of knowing the level of resources to be provided. Finally, Oregon to date has failed to include the individuals being rationed in discussions as to how the scarce resources are to be distributed. (shrink)

In a recent paper, I argue that Perky’s famous experiments do not show what they are often taken to show. Bence Nanay has criticised my argument on two grounds. I argue against both his lines of objection.

We generalize two well-known model-theoretic characterization theorems from propositional modal logic to first-order modal logic. We first study FML-definable frames and give a version of the Goldblatt–Thomason theorem for this logic. The advantage of this result, compared with the original Goldblatt–Thomason theorem, is that it does not need the condition of ultrafilter reflection and uses only closure under bounded morphic images, generated subframes and disjoint unions. We then investigate Lindström type theorems for first-order modal logic.
